Director's Biography
Claire Bailey serves as Agency Director of the Department of Information Systems (DIS). In this role, she leads 200+ professionals responsible for the State of Arkansas' state network, telecommunications services, and information systems.
- 15 years' experience in State Government
- international certification as a Professional Project Manager
- project manager for Arkansas's first significant step toward Egovernment, STreamline Auto Renewal (STAR)
- led system solutions for key agencies including
- DFA - State Drivers License
- DHS - Child Abuse and Neglect
- Arkansas Public Retirement Systems (APERS
Claire is the current Chief Technology Officer for
the State of Arkansas. She has directed DIS' security
program efforts, including the establishment of firewall
and related security measures. She has chaired the
Security special interest group for the National
Association of Telecommunications and Technology
Professionals Serving State Governments. Claire is
the appointed chair of the State Technology Council,
serves on the Information Network of Arkansas (INA)
and Connect Arkansas boards, and has served as co-chair
of the Program Committee with the Arkansas InfraGard
Chapter, an organization sponsored by the Federal
Bureau of Investigation. She plays an active role
on the Steering Committee for the Arkansas Wireless
Information Network (AWIN) and holds advisory roles
on key councils for education and telemedicine. Claire
is dedicated to sharing security information in both
the public and private sector.
Claire's private sector experience includes working
as a Senior System Analyst at J.B. Hunt Transport in
Lowell, Arkansas and a Systems Analyst at Texas Instruments,
Inc. She holds a Bachelor of Science degree in Computer
Science from Texas A&M University at Commerce.
Claire is an active participant in the National Association
of State Telecommunications Directors (NASTD), National
Association of State Chief Information Officers (NASCIO),
Central AR Project Management Institute (PMI) and Association
for Users of Telecommunications and Information Systems
(AUTIS).
