An act to establish the Distance Learning Coordinating Council.

To coordinate distance learning in the state.

It is the intent of the General Assembly that expenditures of state funds for distance learning technology promote statewide access to a shared-use network infrastructure, foster open standards for applications, optimize benefits, create opportunities for innovation in state government, and transform institutional and budgeting behavior.

To Create a Pilot Program for Mobile Learning Technology in Public School Districts

To Define Bullying and to Include Cyberbullying in Public School District Antibullying Policies

Uniform Real Property Electronic Recording Act

An act for the Secretary of State knowledge-base system supplemental appropriation. An appropriation for implementing a records management software application.

To create the Electronic Records Study Commission. The Commission is mandated to serve in an advisory capacity and shall be responsible for studying public access to electronic or computerized records under the Arkansas Freedom of Information Act. The commission is tasked to  develop recommendations for amendments to that Act for consideration by the 83rd General Assembly.

Requires the Public Service Commission to preserve the Arkansas High Cost Fund and promote the expansion of broadband services in rural and high-cost areas of Arkansas. County assessors or those otherwise responsible for valuation of real property for assessment purposes shall employ computer assisted mass appraisal (CAMA) systems

Information Technology and Accessibility

To create a coordinating council for an integrated justice information system and for other purposes.

Requires the Department of Information Systems to develop and clarify accessibility standards for the visually impaired necessary to fulfill the assurances of 25-26-203 following the standards for software applications and operating systems provided by 36 C.F.R 1194.21 and the standards for web-based intranet and Internet information and applications provided by 36 C.F.R. 1194.22 as it existed on January 1, 2011.

The Arkansas Financial Transparency Act, requiring the Department of Finance and Administration to create and maintain a database of state agency financial information excluding institutions of higher education and presenting expenditure data for each state agency available to the public on a website.

An Act to Amend the Arkansas Information Systems Act of 1997, § 25-4-101 Et Seq

To Require State Agencies to Adopt a Policy Prohibiting the Integration of Hardware, Software, or Peripherals without the Authorization of the State Agency
